What are the major objectives of the IT Policy of Nepal? Shed light on use of digital signature as provisional by prevailing Electronic Transactions Act.

ICT Policy, 2072 aims for Digital Nepal with objectives:

1. Infrastructure — Broadband to all provinces, GIDC, IT parks.
2. E-governance — Online citizen services via GEA single portal.
3. Human resources — IT in schools, training, research.
4. Industry — Incentives, startups, outsourcing jobs.
5. Security and inclusion — Cyber Safety, bridge digital divide.

Digital signature under ETA 2063: Sections 10–18 give digital signature (asymmetric crypto + hash + CA certificate) the same legal validity as handwritten signature if created by licensed Certifying Authority under the Controller.

Use: e-tender bidding, online citizenship/passport forms, bank transfer approval — signer cannot deny (non-repudiation) and any alteration invalidates the hash. Controller licenses CAs, keeps trust repository, and courts accept the signed file as evidence. Without this provision, ICT Policy's paperless goal would have no legal base.
