Nepal's ICT Policy, 2072 (2015) aims for digital Nepal: infrastructure everywhere, e-governance, skilled manpower, IT industry growth, cyber security and digital inclusion.

Five strategies and their contribution:

1. Broadband and infrastructure expansion: Extend optical fibre to all provinces, community internet centres, national data centre (GIDC) and IT parks. Contribution: bridges urban-rural divide; makes online forms, classes and health services reachable.

2. E-governance and paperless services: Digitize all citizen services (citizenship, passport, tax, license) via single portal with GEA and digital signature. Contribution: faster, transparent service; less queue and corruption.

3. Human resource development: IT in school curriculum, scholarships, teacher/official training, research centres. Contribution: creates employable youth and capable staff to run digital offices.

4. IT industry and startup promotion: Tax incentives, SEZ, startup incubation, outsourcing support. Contribution: jobs, export income, and local software instead of foreign dependence.

5. Cyber security and legal framework: National Cyber Security Centre, CERT, enforcement of ETA 2063, awareness programs. Contribution: trust in online payment and data; safe digital transactions.

Each strategy directly serves an objective — infrastructure → access, e-governance → service, HR → capacity, industry → employment, security → trust — together achieving Digital Nepal.
